The SC&E is a freelanced layout. While there is no specific location, it is presumed to be located in Pennsylvania, running north and south. The portion modeled is the middle division.
Operations are by Time Table and Train Order. Carcards and 4 cycle waybills direct the flow of cars. A 3-1 fast clock is used and operations are continuous on a 24 hour schedule. One session is about 8 hours out of the 24. The era is steam/diesel transition. Most freight trains will change power at the division yard near the south end of the layout, with diesel operating south of the yard, and steam north of the yard. Passenger trains retain diesel across the division.
Yard operations consist of receiving cars for the division, classifying cars that leave the division, preparing an out and back local, switching local industries, and preparing a train to distribute cars to other small local yards on the division and receiving the return train. The yardmaster is a desk job, preparing switchlists for the yard crew and working the waybills in a rack. There is also a hostler to work the power changes.
There is one out and back local originating in the division yard, as well as two other locals that work from towns on the layout. There is a narrow gauge logging road, a quarry line, and short line that operate independently from the main line. In addition to interchanging with the quarry line and short line there are two other live interchanges.
Four scheduled freights work at the yard, with one originating and one terminating at the yard. There are several extra freights as needed. One steam excursion passenger train originates and returns to the yard daily. There are two passenger trains each way daily, and a mail/express once each way.
